SOFTWARE is licensed on a per user basis (not by concurrent users). Each active user will be bound to a Dynamsoft SourceAnywhere license. The inactive user doesn't take one license. For example, if you have three active users who use Dynamsoft SourceAnywhere, you need to purchase three licenses: one license for each of those three people.
